When a replacement needs no permit
North Carolina law lets a like-for-like swap skip the building permit in a one- or two-family home, but only when all of this is true: a plumber licensed under G.S. 87-21 does the work, examines it at the end and makes sure the gas piping was leak-tested; the new heater uses no more energy than the old one; and fuel, location, capacity, venting and piping stay the same.
